Chamar Tolia located in Rupandehi District, close to Parsa Chowk, the main highway linking Bhairawa and Lumbini, but still this is one of the poorest communities among the study site of the SDW Project. It is a Madhesi community with majority of people being Madhesi, Dalit, and Chamar. Their mother tongue is Awadhi. This is also one of the small settlements among the four sites with 17 household total populations of approximately 131. Though there are few numbers of hand pumps the entire community depends on a single artesian tube well for drinking water. There are no toilets and proper drainage system in the community.
